RACHA is funded by USAID, is highly regarded as an emergent authority on localised approaches to reproductive and child health issues, and is well respected by the Royal Cambodian Government, donors and local partners. RACHA also works closely with international technical partners to field test innovative methods to address persistent challenges of life saving interventions for maternal, newborn and child health such as eclampsia, immediate newborn care, postpartum hemorrhage, post partum care, micronutrient deficiencies and access to the package of basic and comprehensive obstetric care and other health services by the rural poor. RACHA is seeking a qualified Cambodian national to expand the senior management team. |

| POSITION: | DEPUTY EXECUTIVE DIRECTOR FOR HEALTH SYSTEMS STRENGTHENING (DED HSS) (1 Position) |

| ESSENTIAL DUTIES AND RESPONSIBILITIES: | |
SCOPE OF ASSIGNMENT: The Deputy Executive Director for Health Systems Strengthening (DED-HSS) shall provide senior strategic technical advice and leadership in improving and strengthening existing systems and structures at community and facilities levels through innovative approaches. The DED shall ensure coordination of RACHA programs with government and NGO partners in strengthening the health systems and human resources management and mobilization to ensure technical and programmatic synergy and long-term program sustainability. The DED reports to the Executive Director and has line management authority over the following RACHA technical and support units: (1) Logistics Management Information System (2) Information Technology (3) Monitoring and Evaluation and (4) Health Systems Capacity Building. The incumbent shall be responsible for providing technical guidance and support in the areas of HSS across units. As a member of the senior management team, shall actively participate in strategic planning, coordinating program monitoring and evaluation, technology planning and resource development. The DED shall participate in Ministry of Health (MOH) and interagency working groups and other fora to support strong upward advocacy in strengthening the health systems at all levels. SPECIFIC DUTIES AND RESPONSIBILITIES: • Develop short and long term goals in coordination with other USAID partners for a comprehensive and sustainable health system capacity building program. Work in partnership with MoH, PHD, OD and HC to community level to implement capacity building interventions in targeted areas. This will include enhancing the knowledge and skills (of RACHA and MOH staff) necessary to implement HSP2 priority strategies and interventions; such as management of service delivery contracts at the OD/Special Operating Agency (SOA) level. • Facilitate the development of technology standards and policies and prepare technology plan to monitor RACHA’s multiple technical projt • Liaise and develop a productive and positive working relationship with government agencies, partners, and donors in strengthening drug logistics management, health information system and health systems capacity building. Develop advocacy plans as needed where support is needed for change. • In collaboration with the DEDs for MNCH and Community Health Mobilization, ensure that health system interventions and M&E unit activities are responsive to MNCH and CHM needs and priorities • Motivate and support team members to ensure high professional standards of performance, commitment and achievement; • Shall be responsible for: SUPERVISION The Deputy Executive Director for Community Health Mobilization will report to the Executive Director and assure that RACHA Units and Provincial Coordinators are fully informed of program activities. Coordinate closely in both technical and managerial aspects with other RACHA support units, and keep RACHA informed about program activities and status. |

| QUALIFICATIONS FACTORS: | |
• A graduate degree in a relevant discipline such as public health, social science or other fields. Advanced university degree. MA, MD with Masters in Public Health preferred; • Demonstrated in-depth knowledge of innovative approaches to strengthen health systems and human resources in both public and private sectors. • Extensive familiarity with USG policies and requirements, knowledge of MoH policies and national health program. • Strong technical skills in providing technical support and capacity building for health systems strengthening, including but not limited to human resources management and mobilization for health at the community and facilities level. • At least 5 years experience in overall management of both technical and managerial areas or HSS related program • Experience in working, collaborating and providing training to MoH staff and demonstrated ability to work in a team • Good interpersonal and organizational skills and ability to handle major tasks with donors and other stakeholders • Knowledge of the culture, organizational structure and working environment of an NGO with broad based programs • Leadership skills in both technical and managerial aspects • Experience in work plan development, implementation, monitring and evaluation and documentatio • Fluency in English and Khmer languages, both spoken and written • Computer literacy and presentation skills |
