RACHA is funded by USAID, is highly regarded as an emergent authority on localised approaches to reproductive and child health issues, and is well respected by the Royal Cambodian Government, donors and local partners. RACHA also works closely with international technical partners to field test innovative methods to address persistent challenges of life saving interventions for maternal, newborn and child health such as eclampsia, immediate newborn care, postpartum hemorrhage, post partum care, micronutrient deficiencies and access to the package of basic and comprehensive obstetric care and other health services by the rural poor.

RACHA is seeking a qualified Cambodian national to expand the senior management team.

POSITION: DEPUTY EXECUTIVE DIRECTOR FOR MATERNAL, NEWBORN, AND CHILD HEALTH (MNCH) (1 Position)

ESSENTIAL DUTIES AND RESPONSIBILITIES:

SCOPE OF ASSIGNMENT:

The Deputy Executive Director in charge of MNCH has the responsibility of assisting the Executive Director in providing Technical and Managerial direction for the maternal, newborn and child health (MNCH) aspects of RACHA’s programs. The position reports to the Executive Director and has line management authority over the following RACHA technical units: (1) Maternal and Reproductive Health and (2) Child Health/Nutrition.. In addition, the incumbent will be responsible for providing technical guidance and support in the area of MNCH to other units and, as a member of the senior management team, actively participate in strategic planning and organizational developmen.

SPECIFIC DUTIES AND RESPONSIBILITIES:


• Develop short and long term organizational goals and objectives related to MNCH which are consistent with both the RACHA and MoH strategic plansand identify strategies to achieve them;

• Ensure that RACHA’s MNCH activities and tools are evidence- based, and advocate as necessary for the use of evidence-based approaches, policies, standards and tools in the national MNCH progm

• Provide technical direction, management and supervision to th Child Health and Nutrition Unit, the Maternal and Reproductive Health Unit, and selected Provincial Coordinators:
    - Oversee work plan development and submission, and results reporting systems;
    - Ensure that Team Leaders and Provincial Coordinators have the necessary understanding, capacity and resources with which to achieve program objectives;
    - Ensure effective two-way communication between the technical units. Provincial offices and senior management.
    - Ensure the transparent, accountable and effective use of human and material resources in accordance with RACHA and donor policies;
    - Influence and motivate staff through transformational leadership and encourage effective relationships within and between technical units/provincial teams and with external program partners;

• Supervise the MNCH Technical Advisor in provision of TA to strengthen the technical capacities of RACHA staff and ensure that staff have up-to-date technical knowledge and skills in MNCH, and in establishment of systems and linkages to maintain technical excellence and professional growth.

• In collaboration with the DED for Community Health, ensure that health communication strategies and materials, community health activities, and community health financing interventions are technically sound in the area of MNCH and responsive to MNCH priorities.

• In collaboration with the DED for Health Systems, ensure that health system interventions and M& unit activities are responsive to MNCH needs and priorities

• Work closely with the Ministry of Health, donors and other organizations to develop strategies to address key issues and challenges of MNCH and support studies/research in priority areas of MNCH:
    - Maternal and infant mortality;
    - Child mortality;
    - Family planning;
    - Sexually transmitted infections;
    - Nutrition and Public health dimensio.

• Assist in development of a staff capacity-building plan, including assessment of needs and identification of resources to meet them;

• As assigned by the Executive Director, and in collaboration with other senior managers, oversee fulfillment of reporting requirements to USAID and other donors and/or stakeholders;

• Assist the Executive Director in meeting other program needs from time to time as assigned, such as representational responsibilities;

• Act on behalf of the Executive Director when s/he is out of the country or at other times, if and when requested.

SUPERVISION

The Deputy Executive Director in charge of MNCH will report to the Executive Director, and will directly supervise the following personnel: Team Leader/Maternal and Reproductive health, Team Leader/ChildHhealth and Nutrition, MNCH Technical Advisor, and specified Provincial Coordinators. S/he will keep the Executive Director and other members of the senior management team informed about program activities and status.

QUALIFICATIONS FACTORS:

• Secondary Midwife, Medical Assistant or MD required; Masters Degree in Public Health or related field is desirable.

• At least 5 years of relevant work experience, including planning and development of NMCH/RH interventions, management and monitoring of public health programs.

• Knowledge of MoH policies related to NMCH, familiarity with the Cambodian public health system and understanding of the national Reproductive Health and Child Health programs; experience working or collaborating with MoH staff.

• Demonstrated financial and human resources management capabilities.;

• Skills in strategic planning, conceptual/critical thinking and problem solving.

• Experience with clinical training of midwives and a demonstrated commitment to continuous quality improvement.

• Highly motivated and enthusiastic team player with proven ability to establish positive relationships and excellent interpersonal, organizational, management, and communication skills.

• Proficient in both spoken and written English and in computer applications (Microsoft Office).
