RACHA is funded by USAID, is highly regarded as an emergent authority on localized approaches to reproductive and child health issues, and is well respected by the Royal Cambodian Government, donors and local partners. RACHA also works closely with international technical partners to field test innovative methods to address persistent challenges of life saving interventions for maternal, newborn and child health such as eclampsia, immediate newborn care, postpartum hemorrhage, post partum care, micronutrient deficiencies and access to the package of basic and comprehensive obstetric care and other health services by the rural poor. RACHA is seeking a qualified Cambodian national who will join its expanded ranks of senior management.

POSITION: COMMUNITY FINANCE TEAM LEADER (1 Position)
CONTRACT TYPE: FIXED TERM
DUTY STATION: PHNOM PENH
ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Develop strategies, policies and procedures to make financing related schemes viable.

• Prepare annual budget plan and operational plan projections, and set relevant indicators and targets for RACHA health insurance and financing schemes

• Coordinate with PRDD, health providers and other stakeholders involved in implementing the Micro credit and Community Base Insurance (CBHI)

• Oversee the operation of Micro Credit Schemes and Community-Base Health Insurance, CBHI project
-      Ensure proper accounting and recording of revenues, subsidies and expenditures and monitor revenue to improve financial sustainability;
-      Preparation of quarterly and annual financial reports and to improve existing database systems for microfinance and CBHI; -      Promote and strengthen activities to increase CBHI membership to the schemes to ensure that CBHI premiums are sufficient to finance its operation;
-      Monitor and assess service quality of health care providers and client satisfaction; and Identify health-related activities that can be funded using revenues from micro credit;

• Facilitate technical assistance to improve capacity and supervision of staff and insurance agents

QUALIFICATIONS FACTORS:

• Advanced university degree in Accounting/Finance or other related areas with Master’s Degree or its equivalent is preferred

• At least 3 years experience in managing health financing, micro credit and other savings led initiatives

• Good business management and analytical skills

• Excellent interpersonal skills and demonstrated ability to interact professionally with diverse stakeholders at provincial and community level

• Good organization and communications skills both in Khmer and in English

• Excellent report writing skills in Khmer and English

• Computer literate in MS Word and Excel; Computer skills in a financial/accounting computer programs
