| ESSENTIAL DUTIES AND RESPONSIBILITIES: | |
Under the supervision of Monitoring and Evaluation Team Leader and guidance of RACHA Health System Strengthening Deputy Executive Director, performs a variety of specialized technical, administrative support tasks in M&E unit. • Assist TL in setting up the M&E system, ensures effective implementation of the overall monitoring and evaluation strategies and take a lead role in conducting needed assessment and operational research activities. • Assist TL to work with other RACHA units in their needs for project monitoring and evaluation which include surveys, operational researches and special studies. Assist in the planning and implementation of these activities using RACHA staff and short-term contractors. • Prepare calendar of M&E activities and develop a schedule/work plan for on-going and up-coming studies and surveys to assure that these are undertaken and completed within their timeline; • Provide training, supervision and overall direction to M&E staff. Develop their research skills and facilitate their involvement with other RACHA programs and activities where they have appropriate skills and interests. • Design and conduct periodic assessment surveys in support of RACHA’s performance contracting program based on the indicators and targets specified in each health center’s contract. • Assure that the correct sub-groups of the village population are selected in accordance with the nature of these indicators, e.g., all women of reproductive age, married women, pregnant women, women who have delivered a baby during the assessment period, women with children under 1 or under 5, etc. • Determine sample sizes and appropriate sampling frames to be used in the survey, and develop a questionnaire that corresponds to the terms of the contract. • Assure adequate preparation of interviewer staff prior to field work to clarify their understanding of the questions and how to communicate these questions consistently to the target respondents. • Provide leadership and supervision to all aspects of survey fieldwork, beginning with the drawing of the sample to be interviewed and in conducting baseline study. Coordinate activities through RACHA’s Provincial Offices and the appropriate local health offices. • Assure data quality – completeness and accuracy of the questionnaires, and develop codes for entering open-ended questions into the database. Coordinate with RACHA IT unit for data entry and the production of results. • Assist the preparation of consolidated semi-annual progress reports for project assessment including identification of problems, causes of potential bottlenecks in project implementation, and providing specific recommendations. • Participate in the presentation of the assessment survey results with health center staff, explaining how the survey was conducted, and whether targets were reached. • Assist RACHA teams in their data requirements for the Semi-Annual Report. • Performs other duties as assigned; |
