RACHA is a local NGO primarily funded by USAID to implement broad-based community Maternal and Child Health program in Cambodia for FY 2009-2013. It is currently seeking a qualified Cambodian national for the following positions
POSITION: SYSTEM DEVELOPMENT OFFICER (2 Positions)
CONTRACT TYPE: FIXED TERM
DUTY STATION: Phnom Penh
ESSENTIAL DUTIES AND RESPONSIBILITIES:

• Analyze and design database: Adapt conceptual and logical data models, analyze database relative to other databases;

• Develop and implement: develop and validate database implementation plan, develop back and front-end connectivity, etc

• Perform Database Administration and Maintenance: administer and enforce standards, analyze monitoring data, audit database systems;

• Perform database testing: develop test plan and system, develop test procedures, perform tests;

• Provide Data Assurance: design and document security plan, gather and document security requirements;

• Provide Database Client and User Services: adapt existing structure to new work environments, provide and support development.

• Hands on Database Training: Provide overall training support. Do the installation and train the database to user.

• Provide technical support to user: troubleshoot computer problem, provide technical support on computer software and hardware including network devices.

• Performs miscellaneous job-related duties as assigned.
QUALIFICATIONS FACTORS:

• University degree in Information Technology. Knowledge of database development methodologies, design, and implementation are required.

• At least three years post-graduate experience in maintaining information systems, preferably in a health-related field.

• Demonstrated ability to train others in the use of software packages, including Internet, Email, and word-processing, spreadsheet and data entry/analysis programs.

• Experience in administrating and developing relational database using MS SQL Server and MS Access is highly desirable.

• Experience in working in IT related field.

• Experience in training users on the use of software and hardware

• Experience maintaining WAN and LAN, computer hardware and software.

• Experience in inventory management

• Demonstrated experience and success in working with international organizations and government officials desirable

• Fluency in English, including documentation of competency in both written and spoken language.
