RACHA is a local NGO primarily funded by USAID to implement broad-based community Maternal and Child Health program in Cambodia for FY 2009-2013. It is currently seeking qualified Cambodian national for the positions of Deputy Executive Director for Maternal, Newborn and Child Health (DED-MNCH) and Deputy Executive Directors for Community Health Mobilization (DED-CHM).

POSITION: COMMUNITY FINANCE TEAM LEADER (1 Position)
CONTRACT TYPE: FIXED TERM
DUTY STATION: PHNOM PENH HEAD OFFICE
ESSENTIAL DUTIES AND RESPONSIBILITIES:

The Community Health Finance (CHF) Team Leader is responsible for the management and overall technical leadership in developing plans and strategies for RACHA community-based health insurance and micro-credit aimed at improving their financial and economic sustainability and generating funds for the prevention of disease and promotion of community health programs. The CHF TL shall also manage other RACHA community savings led initiatives. He/she shall report to the Deputy Executive Director for Community Health Mobilization and have functional coordination with other DEDs and TLs. 

  • Develop strategies, policies and procedures to make financing related schemes viable.
  • Prepare annual budget plan and operational plan projections, and set relevant indicators and targets for RACHA health insurance and financing schemes
  • Coordinate with PRDD, health providers and other stakeholders involved in implementing the CBHI and Micro credit
  • Oversee the operation of CBHI and Micro credit schemes-
    • Ensure proper accounting and recording of revenues, subsidies and expenditures
    • Preparation of quarterly and annual income statements and balance sheet
    • Monitor revenue and expenditures to improve financial sustainability
    • Improve existing database systems for microfinance and CBHI
    • Promote activities to increase membership to the schemes
    • Ensure that CBHI premiums are sufficient to finance its operation
    • Strengthen activities to increase CBHI membership
    • Monitor and assess service quality of health care providers and client satisfaction
    • Identify health-related activities that can be funded using revenues from micro credit
  • Facilitate technical assistance to improve capacity and supervision of staff and insurance agents
QUALIFICATIONS FACTORS:
  • Advanced university degree in Accounting/Finance or other related areas with Master’s Degree preferred
  • At least 5 years experience in managing health financing, micro credit and other savings led initiatives
  • Good business management and analytical skills
  • Excellent interpersonal skills and demonstrated ability to interact professionally with diverse stakeholders at provincial and  community level
  • Good organization and communications skills both in Khmer and in English
  • Excellent report writing skills in Khmer and English
  • Computer literate in MS Word and Excel; Computer skills in a financial/accounting computer programs
