| POSITION: | Monitoring and Evaluation Assistant Team Leader (1 Position) |

| ESSENTIAL DUTIES AND RESPONSIBILITIES: | |
Under the supervision of Monitoring and Evaluation Team Leader and guidance of RACHA Health System Strengthening Deputy Executive Director, performs a variety of specialized technical, administrative support tasks in M&E unit. • Prepare calendar of M&E activities and develop a schedule/work plan for on-going and up-coming studies and surveys; • Provide training, supervision and overall direction to M&E staff; • Design and conduct periodic assessment surveys in support of RACHA’s performance contracting program based on the indicators and targets specified in each health center’s contract; • Provide leadership and supervision to all aspects of survey fieldwork, beginning with the drawing of the sample to be interviewed and in conducting baseline study. • Coordinate activities through RACHA’s Provincial Offices and the appropriate local health offices. • Coordinate with RACHA IT unit for data entry and the production of results. • Participate in the presentation of the assessment survey results with health center staff, and interpret on the finding. • Assist RACHA teams in their data requirements for the Semi-Annual Report. |

| QUALIFICATIONS FACTORS: | |
• Advanced University degree/medical background, Masters in Public Health preferred; • Excellent leadership and interpersonal skills; • Abilities to travel to provinces including rural communities; • Computer skills and experience in Access/SPSS data processing; • Minimum of three (3) years in overseas setting, with two (2) years focus in carrying out M&E functions in health or social services sector; • Proficiency in designing and conducting health or social researches and strong research writing ability; • Experience and skill in quantitative and qualitative data analysis; • Fluency in English and Khmer including documentation of competency in both written and spoken. |
