Project Summary:  RACHA will be expanding its project activities with partnering and funding from UNICEF, the project Life-saving Health and Nutrition for Displaced Mothers, Newborns, and Children in IDP Camps and at Home will be implementing in five provinces. The purpose of the project is to improve MNCH and nutrition outcomes for conflict-affected populations by rapidly equipping frontline facilities with life-saving medical supplies, knowledge, and skills, ensuring immediate care in IDP camps while also ensuring these life-saving health services are available in communities as displaced families return home. This project will support the PHD /MoH/Government’s efforts to build on the strengths and resilience of the health systems, and community resources available; supporting and collaborating with the key stakeholders including the displaced and mobile populations, using evidence based and nationally approved, tools and guidelines to address the gaps in access to services and the quality of services, and providing essential equipment and supplies as needed in target catchment areas of Oddar Meanchey, Preah Vihear and will expand its geographical areas and the project activities to Siem Reap, Banteay Meanchey and Battambang Province. RACHA will assist in improving live saving skill, delivery by skilled birth attendance coverage, early detection, screening, and management of Severe Acute Malnutrition in the community.

Job Title:                    Finance Assistant, FA (2 Positions)

Duty Station:             Head Office Phnom Penh

Report to:                   Finance Team Leader

Job Summary:

Responsible for financial functions including salary/wage, payroll, taxes or related matters, fringe benefits, payments; reconciling and verifying errors and adjustments; and balancing position control records reports. Experiences in make request cash advance and make financial report to donors, and familiar with government institutional compliances on financial statement reporting requirement. A degree in finance/accounting and experience working with significant operating budgets are required. Expertise in QuickBooks and other appropriate accounting software required.

Roles and Responsibilities:

  • Verifying/reviewing proposal request and travel advances to insure that all documents are complied with RACHA standard operation procedure.
  • Assist in reviewing and checking accuracy of expenditure costs and documentation of proposal request before submission of reconciliation.
  • Preparation of revolving fund vouchers, travel expenses, Workshop/Training expenses, and provincial petty cash funds, including payment and receipt vouchers for others fund.
  • Preparation of separated expense account code of all provincial petty cash and prepare check transfer voucher to province office for replenishment purpose.
  • Review and prepare cash/check payment voucher for office daily expenses.
  • Assist in reviewing and updating accumulated list of staff’s travel, workshop and training advance.
  • Assist in reviewing and updating provincial activity ledgers of advances and follow up proposal advance request in provincial level.
  • Controlling workshop and training advance aging for proposal request clearance.
  • Assist to organizing and filing all revolving fund and check vouchers, including completion of accounting records with stamp “paid” and corresponding reference control numbering.
  • To participate un-announcement petty cash count at provincial site and head office  
  • Perform other tasks as and when required by the supervisor.

Qualification Requirements:

Knowledge and skills:  Bachelor degree in Accounting. Knowledge of financial and budget allocation is preferred.

Experience:  Minimum five years of job related professional experience necessary with International Organization and Non-Government Organization (NGO).

Languages:  Strong knowledge of English and Khmer, both written and orally.

Others:  Good interpersonal skill, hardworking, honesty and strong commitment in working in the field and ability to travel to the field.
