Job Summary: With partnering and funding from UNICEF, the project Life-saving Health and Nutrition for Displaced Mothers, Newborns, and Children in IDP Camps and at Home will be implementing in two provinces. The purpose of the project is to improve MNCH and nutrition outcomes for conflict-affected populations by rapidly equipping frontline facilities with life-saving medical supplies, knowledge, and skills, ensuring immediate care in IDP camps while also ensuring these life-saving health services are available in communities as displaced families return home. This project will support the PHD /MoH/Government’s efforts to build on the strengths and resilience of the health systems, and community resources available; supporting and collaborating with the key stakeholders including the displaced and mobile populations, using evidence based and nationally approved, tools and guidelines to address the gaps in access to services and the quality of services, and providing essential equipment and supplies as needed in target catchment areas of two provinces, Oddar Meanchey and Preah Vihear. RACHA will assist in improving live saving skill, delivery by skilled birth attendance coverage, early detection, screening, and management of Severe Acute Malnutrition in the community.
Roles and Responsibilities
- Work closely with PHD/OD core trainers to provide on the job training on ANC, the use of NASG, INC, MIYCN to Health Center and RH team;
- Facilitate and organize capacity building sessions to health staff in collaboration with PHD/OD core trainers.
- Provide support to Community Facilitators (CF) to organize training to VHSGs, CCWC, CC on maternal new-born and child health, nutrition, and mental health messages; through mobile kiosk as well as RCCE and Community mother class.
- Assist the Community Facilitators in data collection, analysis and reporting on program indicators;
- Coordinates with RACHA units in designing and processing questionnaires and checklists. Tracks assessment results and monitors indicator data. Ensure accuracy and consistency of all entered data and records; work with CFs to mobilize, Health Center (HC), CC, CCWC, VHSGs, Village Chief, TBAs if available and other community volunteers to revitalize/establish the Village Emergency Referral System (VERS), to recognize danger signs and link with reliable transport providers and referral facilities;
- Work with Team and related stakeholders to raise the awareness on MNCH-N including PSEA via mobile kiosks during integration (nutrition mass screening and outreach session using approved IEC materials by the MoH.
- Support the preparation of regular bi-weekly, monthly, quarterly, semi-annual and annual programmatic performance reports.
- Assist in training to RACHA staff to performing related work on monitoring and evaluation activities.
- Communicate with other units to obtain information required for data processing projects.
- Provide technical support to RACHA, participate and share the progress results of the project with UNICEF team and other related stakeholders;
- Willingness to work flexible hours and travel extensively to the field.
- Prepare and maintain RACHA’s program records and reports, including: entering data and documents into RACHA computers (in Khmer and English), translating documents between Khmer and English languages, and operating a RACHA filing system for immediate access to technical, operational and financial documents.
- Prepare workplan, budget plan, proposals and submit to respective supervisor.
- Commit to adhere to the zero tolerance to Sexual Exploitation and Abuse (SEA) and thus fully comply to the general terms and conditions;
- Safety & Security: Staff may face risks in insecure areas, apply safety protocols and PSEA policy, conduct regular briefings, and coordinate movements with local authorities.
- Conduct appropriate public service announcements via social media and share real-time updates and training VHSGs and CCWCs on mobile journalism for timely grassroots reporting;
- Report to the ME&L Team Leader, and perform any tasks as and when required by supervisors.
Person Specification
- Advanced Degree in Heath Professional, Medical Doctor, nurse and midwife and living within the project area is preferred;
- A minimum of five years’ experience in implementing projects in partnership with community, NGO and health officer
- Experience in implementing community health activities;
- Familiarity with word-processing and graphics computer programmes;
- Excellent leadership, interpersonal and communication skills
- Knowledge and skills in social media
- Relevant Graduate or other advanced degree
- Excellent written and spoken communication skills in Khmer and strong English written and spoken skills
- Frequent liaison inside and outside the organization involving an exchange of reasonably complex operational, financial and technical information in both Khmer and English languages.
- Knowledge of community feedback methods/mechanism and advocacy skills
Have Cambodian driving license and be able to travel to community by their own motorbike
