RACHA-JA-037-05/24-PE&D-IECD

The Reproductive and Child Health Alliance (RACHA) funded by the Planète Enfants & Développement (PE&D) under the JSDF Grant No. TF0B2469 will be hosting its project activity -namely the Investing Early Childhood Development (IECD) which will be implemented  at the Community- Based Childcare Centers  (CBCC) for garment factory workers, and the Health Facilities within the catchment areas of the CBCC based in Kampong Speu and  Kampong Cham provinces.. RACHA offering excellent employment opportunities for dedicated, hardworking, innovative and committed professionals with requisite skills and knowledge in capacity building, training on health, nutrition- sensitive  hygiene, food safety, and first aid  to CBCC caregivers, food suppliers or cooks, women in reproductive age, pregnant and lactating women, their husbands and household caregivers. RACHA in Cambodia is seeking for the qualified candidates to fill in the below position:

Job Title:              Field Officer (1 position)

Duty Station:       Kampong Cham Province

Report to:             Project Coordinator (PC)

Roles and Responsibilities

The Investing Early Childhood Development (IECD) Field Officer (FO) will be responsible for the implementation of the package of the project activities of the Investing Early Childhood Development (IECD) funded by the Planète Enfants & Développement (PE&D) and ensure that the expected outputs would be reached in according with the set timeframe. The Terms of Reference (ToR) are as follows:

  • Implementation and coordination of all the project’s activities at Health Centres and CBCCs according to the project’s assignment. 
  • Commitment to and regular contacts with relevant stakeholders including IECD project team, CBCC caregivers, health centre team as well as local authorities, Commune Counsellors (CC), Commune Committee for Women and Children (CCWC) members.
  • Register, enrol, train and coordinate with related stakeholders, Village Health Support Group (VHSG) and other volunteers to prepare work plans and jointly conduct the awareness raising to communities, parents on children’s basic needs, health, nutrition, nutrition –sentitive hygiene; stimulations, gender-neutral teaching methods and risks of exposure to screen and harm on young children,
  • Work closely in collaboration with health center officers, CC, CCWC, and VHSG to ensure that health, nutrition, hygiene, gender and risks of exposure to screen key messages will be disseminated to citizen in the targeted areas at the relevant events.
  • Conduct regular coaching to cooks on food safety, food handling and hygiene and ensure with CBCC caregivers on Growth Monitoring Promotion and Vaccination of enrolled children at the CBCCs
  • Assist Project Coordinator (PC) in providing capacity building/ strengthening to Health Officers, CCWC, and VHSG on health, nutrition and hygiene; gender and risks of exposure to screen.
  • Conduct monitoring and follow up and encourage the CCWC, CBCC caregivers, cooks and health centre officers to respect the guidelines, policies.
  • Involve in data collection, prepare monthly activity workplan, budget plan and Summary weekly activity report for submitting to PC.
  • Support other activities requested by supervisor (including write the stories, take photos, shot videos related to the project activities and publish after approval).
  • Perform other tasks as and when required by the project, donor and supervisors. 

Person Specification

The candidates for the CBCC IECD Field Officer position should have the following qualifications:

  • Bachelor’s degree, preferably in Health, Education, Infants Health or Community Development;
  • Three years of experience in line with the project scope of works and roles and responsibilities.
  • Strong interest in Child Development/Early Childhood Education.
  • Good interpersonal communication skills, commitment and rigor.
  • Computer literacy: Word, Excel, PowerPoint; Mobile Journalism
  • Languages: Khmer, English would be an asset.
