The Reproductive and Child Health Alliance (RACHA) funded by UNICEF is going to carry out the Monitoring, Evaluation, & Learning for Innovative Approaches (MELIA) in Integrating Non-Communicable Diseases and Injuries (NCDI) Screening & Prevention into Integrated Community Outreach of C19, Routine Vaccination, & Other Primary Healthcare Services in Urban Settings project of Phnom Penh and Siem Reap Province. The aim of the project is to support the MoH/Government’s efforts for integrating of the NCDIs screening and prevention into the community outreach of C19, routine vaccination, and other primary healthcare services in target catchment areas of 11 Health Centers of Siem Reap Municipality of Operational District, Siem Reap Province. RACHA is seeking for dedicated, hardworking, innovative and committed professionals with requisite skills and knowledge in the field of Monitoring, Evaluation, & Learning for Innovative for the following positions:
Job Title: Project Officer (PO-1 position)
Duty Station: Siem Reap Municipality of Operational District of Siem Reap Province
Report to: Project Director and/or Technical Team Leaders
Roles and Responsibilities
Provide leadership and supervision to all aspects of survey fieldwork, beginning with the drawing of the sample to be interviewed and in conducting the survey.
Coordinate with RACHA M&E and related units team in designing, processing questionnaires and processes of data collection, analysis and reporting based on program indicators;
Engage with the Community Facilitators in mobilizing Health Center, Commune / Sangkat, CCWC members, Village Chief, volunteers and related NGOs to integrate the NCDIs Screening & Prevention, C19, Routine Vaccination, other Primary Healthcare Services into the routine outreach session by health facilities.
Track assessment results and monitors indicators data and to ensure accuracy and consistency of all collected data and records.
Support HCs on data consolidation by village and analysis to identify and prioritize areas with low coverage and high dropout;
Prepare the training plan and budget plan and assist in training to RACHA project staff, health center staff and related volunteers in performing the monitoring and evaluation activities.
Review and implement quality data security and storage practices with related units team to obtain information required for data processing project.
Willing to work flexible hours and travel extensively to the field.
Support the preparation of regular bi-weekly, monthly, quarterly, semi-annual and annual programmatic performance reports.
Prepare and maintain RACHA’s program records and reports, including: entering data and documents into RACHA computers (in Khmer and English), translating documents between Khmer and English languages, and operating a RACHA filing system for immediate access to technical, operational and financial documents.
Report to the M&E Associate Team Leader and project director and perform any tasks as and when required by supervisors.
Professional Qualifications
Graduate of Bachelor Degree in Social Sciences/IT, with Heath Profession or advance degrees has advantage;
A minimum of three years’ experience in implementing projects in partnership with community and NGO;
Experience in implementing community health activities;
Familiarity with word-processing and graphics computer programmes;
Excellent leadership, interpersonal and communication skills.
Excellent written and spoken communication skills in Khmer and strong command in English both in writing and speaking;
Have experience in liaising within and outside the organization particularly in relaying moderately complex operational, financial and technical information in both Khmer and English languages.
Have background of community feedback methods/mechanism and advocacy skills
Have Cambodian driving license and be able to travel to communities by their own motorbikes.
