Project Summary: RACHA will be expanding its project activities with partnering and funding from UNICEF, the project Life-saving Health and Nutrition for Displaced Mothers, Newborns, and Children in IDP Camps and at Home will be implementing in five provinces. The purpose of the project is to improve MNCH and nutrition outcomes for conflict-affected populations by rapidly equipping frontline facilities with life-saving medical supplies, knowledge, and skills, ensuring immediate care in IDP camps while also ensuring these life-saving health services are available in communities as displaced families return home. This project will support the PHD /MoH/Government’s efforts to build on the strengths and resilience of the health systems, and community resources available; supporting and collaborating with the key stakeholders including the displaced and mobile populations, using evidence based and nationally approved, tools and guidelines to address the gaps in access to services and the quality of services, and providing essential equipment and supplies as needed in target catchment areas of Oddar Meanchey, Preah Vihear and will expand its geographical areas and the project activities to Siem Reap, Banteay Meanchey and Battambang Province. RACHA will assist in improving live saving skill, delivery by skilled birth attendance coverage, early detection, screening, and management of Severe Acute Malnutrition in the community.

Job Title : Cashier and Administrative Assistant, CAA (1 Position)
Duty Station : Optionally based at the Provincial Level
Report to : Provincial Coordinator/Finance Team Leader
Roles and Responsibilities:
- To ensure the respect of Cash Management Policy & Financial rules with high level of transparency;
- Manage a petty cash, under the control of the Finance Officer in RACHA HQO;
- Maintain cash in safe for daily use safely and prepare daily report accurately to closing daily cash book;
- Prepare the monthly cash and bank reconciliation & verification of the proper documentations in regards of the Excel cash books;
- Day-to-day enter the expenses in Excel Accounting books/Ledger;
- Manage staff cash advance and clearance/settlement during the whole process respecting strictly internal procedures;
- Follow up suppliers’ payment, control of invoices, collection of bank statements and other bank’s document;
- Archiving, filing, printing documents, encoding & other administrative and clerical tasks as needed;
- Help the Project Officer and Finance Officer on other tasks as and when required.
Person Specification
- Bachelor’s degree in Finance & Accounting, and Business Administration, or others related field;
- Minimum 4 years’ experience in in banking or cashiering similar position with NGO/IO;
- Good knowledge of finance/accounting;
- Good analytical and organizational skills;
- Good interpersonal skills;
- Demonstrated planning and organizational skills as well as verbal and written communication;
- Good communication skills (both oral and written) in English & Khmer;
- Knowledge in logistics/administrative and HR procedures would be a plus;
- Computer skills, EXCEL and WORD proficiency is required;
- Ability to pay attention to detail;
- Possess Cambodian driver’s license for motorcycle.
