The Reproductive and Child Health Alliance (RACHA) funded by UNICEF is going to carry out the Monitoring, Evaluation, & Learning for Innovative Approaches (MELIA) in Integrating Non-Communicable Diseases and Injuries (NCDI) Screening & Prevention into Integrated Community Outreach of C19, Routine Vaccination, & Other Primary Healthcare Services in Urban Settings project of Phnom Penh and Siem Reap Province. The aim of the project is to support the MoH/Government’s efforts for integrating of the NCDIs screening and prevention into the community outreach of C19, routine vaccination, and other primary healthcare services in target catchment areas of 11 Health Centers of Siem Reap Municipality of Operational District, Siem Reap Province. RACHA is seeking for dedicated, hardworking, innovative and committed professionals with requisite skills and knowledge in the field of Monitoring, Evaluation, & Learning for Innovative for the following positions:

 

Job Title:  Community Facilitator (CF-1 position) 

Duty Station:  Siem Reap Municipality of Operational District of Siem Reap Province 

Report to:  Project Officer and/or Technical Team Leaders

 

Roles and Responsibilities 

- Work under the supervision of Monitoring &Evaluation Project Officer and guidance of the Project Director, the MELIA Community Facilitator performs a variety of specialized technical and administrative support tasks in ME&L;

- Involve with the MELIA project team in designing and translation of the survey questionnaires, supervision of data collection and maintaining quality control of the data and  to communicate those questions consistently to target respondents;

- Assist (MELIA Project Officer) to work with other RACHA units in their need for project implementation including surveys, operational research and special studies, data spot check; 

- Prepare the calendar of ME&L activities and develop work plan to assure that these activities are undertaken and completed within their timeline;

- Work closely with related stakeholders (health center team, Commune/Sangkat members, NGOs and volunteers) to ensure the targets groups are properly identified and are included in the outreach sessions plan and actual implementing;

- Assure adequate preparation of interviewer staff prior to field work to clarify their understanding of the questions;

- Participate in the presentation of the achievement, assessment survey results with donor and stakeholders; explain how the survey was conducted, and whether targets were reached;

- Assist MELIEA Project Officer and RACHA teams in their data requirements for the reports or whenever data reporting is requested; and performs other duties as assigned.

 

Person Specification

- Advanced University degree/medical background, preferred;

- Excellent leadership and interpersonal skills;

- Computer skills and experience in Kobo or other tools data processing;

- Minimum of two (2) years in overseas setting, focused in carrying out monitoring and evaluation functions in health or social services sector;

- Proficiency in designing and conducting health or social researches and strong research writing ability;

- Experience and skill in quantitative and qualitative data analysis;

- Fluency in English and Khmer including documentation of competency in both writing and speaking.

- Abilities to travel to provinces including rural communities;
